K3 spouse visas are obsolete.  The K3 spouse visa was previously used because of the long wait (2 + years) for wives of US citizens to obtain CR1 and IR1 spouse visas from outside the US.  Thus, the old practice was for wives of US citizens to apply for a K3 spouse visa allowing them to enter the US and wait with their spouse for such green card to be approved. 

The USCIS cleared the back log of green card applications and now the CR1 and IR1 spouse visa applications have replaced the obsolete K3 spouse visa.  Thus, if any US immigration consultant recommends you to apply for a K3 spouse visa, then they should probably be avoided because their information is likely outdated.
