Hours of operation are Monday – Friday, 7:00am to 4:00pm.
The US Embassy generally will not even take phone calls let alone answer questions over the phones. However, some US Embassies do have services where they provide a paid consultation service, but you must check the specific US Embassy website to determine whether such service is available or not.

Note that the most US Embassies will normally provide an automated response to all email inquiries with direction telling you to refer your questions to their website, which can be frustrating. However, in the content of such automated response is a set of instructions and separate email address that you must reply to in order to get a "human" response and in a occasional cases the humanity of the offices can be second guessed as they have a relentless and stressful job handling thousands of visa applications and inquiries.
